Where an employer's assessment of first aid requirements identifies that a First Aider is not necessary, the minimum requirement of the employer is to appoint a person to take charge of first aid arrangements. This includes looking after equipment and facilities and to take charge in an emergency situation. An Appointed Person should be available to undertake these duties at all times when people are at work.
A First Aider is a person who has been trained by and holds a current First Aid at Work certificate, provided by a company approved by the Health and Safety Executive.

In accordance with the Heath and Safety (First Aid) Regulations 1981
The regulations require that in order to provide first aid to their employees ;who are injured or become ill at work, employers must have suitable people, equipment and facilities Regulation 3(2) states "for this purpose a person shall not be suitable unless he has undergone such training and has such qualifications as the Health and Safety Executive may approve.... and such additional training, if any, as may be appropriate in the circumstances of that case".
When undertaking a risk assessment for first aid cover, foreseeable absences must be considered i.e. annual leave or First Aider off site. Shift work - every shift should be adequately covered. Large sites, first aiders should be in close proximity to all areas. Isolated work locations - cover should be provided if necessary.
The HSE do strongly recommend that you take non-employees into account when making an assessment for first aid.
